What offshore describes
In this directory, offshore describes an operator researched outside the local licensing framework of the visitor's country. It does not mean that the operator has no licence anywhere. A foreign licence and a local licence must be recorded separately. Where the evidence is incomplete, the record says that local authorisation has not been verified.
Popularity needs measurement
A competitor review, a localised landing page and a payment logo do not measure active users. Reliable claims about use need a defined country, a date and a method such as independently measured audience estimates or published operator data. Our research labels do not assert market share, active player counts or acceptance of South African players.
South Africa has a specific restriction
NGB guidance prohibits online casino-style gambling in South Africa and limits the online exception to licensed bookmaking. Read that guidance before interpreting any international casino listing. An operator accepting a registration or deposit does not itself establish that the transaction is lawful locally.
Research complaints and ownership
Identify the operating company, stated licensing authority, dispute process and country exclusions. Check whether a licence number can be found in the authority's own register. Keep evidence of unresolved terms or inconsistent ownership claims. This directory does not supply bypass instructions, geoblocking workarounds or a guarantee of withdrawal.
